Iloilo City Mayor Addressing Alleged AICS ‘Cut’ in Barangay Quintin Salas (2025)

It's disheartening to learn that those meant to help are potentially exploiting the vulnerable. Reports from Iloilo City indicate that local officials are investigating allegations of financial aid being unfairly reduced. This situation involves the Assistance to Individuals in Crisis Situations (AICS) program, designed to support residents. But here's where it gets controversial: some officials in Barangay Quintin Salas, Jaro, are accused of taking a portion of the cash assistance.

Mayor Raisa Treñas's spokesperson, Joy Fantilaga-Gorzal, stated that the mayor has asked the Department of Social Welfare and Development in Western Visayas to temporarily halt AICS distribution while the investigation unfolds. The goal, as stated, is to ensure the correct beneficiaries receive their full benefits. The city government is working closely with the Association of Barangay Captains (ABC) – Jaro and the DSWD to expedite the investigation.

The heart of the matter: Allegations suggest that some officials and watchmen in Barangay Quintin Salas deducted PHP8,000 from the PHP10,000 aid, leaving beneficiaries with only PHP2,000. Similar complaints have arisen from Barangay Lanit, where residents claim barangay personnel collected portions of the aid.

Iloilo City Lone District Rep. Julienne Baronda has condemned the alleged actions, coordinating with DSWD Secretary Rex Gatchalian to ensure a thorough investigation and the filing of cases against those responsible. She also urged a review of the distribution process to prevent abuse and political manipulation. Furthermore, she has called on the Department of the Interior and Local Government to investigate and assist victims in filing formal complaints.

And this is the part most people miss: Beneficiaries, when approached by barangay officials, felt compelled to surrender a portion of their aid, raising questions about where the collected funds would go.

What are your thoughts? Do you believe the current aid distribution processes are susceptible to abuse? How can we better protect vulnerable individuals from exploitation in these situations? Share your opinions in the comments below.
